Such consultants are bold enough to indicate in many sections of their report that they have done a Phase I ESA following the ASTM E 1527-13 Standard but fail to come with a conclusion with the right wording, contradicting their statement. As hard to believe as it may sound, many environmental consultants HAVE NOT READ the ASTM Standard. In our view the interpretation is simple, if a report does not come with the conclusion written in the format indicated by the ASTM Standard, then those consultants wrote a Phase I report that is NOT compliant with that Standard. As we need to review the conclusion of said reports, we frequently find report conclusions that are NOT compliant with the ASTM Standard. ![]() ![]() Often times we get to review historical Phase I reports done by other consultants.
